The Reserve Academy begins usually in early January and ends
in late May of the same year. Academy training consists of
two to three days per week, four hours a night of instruction
and practical application in the Criminal Justice System,
Motor Vehicle Law, Criminal Law and many other law enforcement
related areas. Currently the Hubbard Police Department has
been sending its reserve officers to the C.A.R.T. (Combined
Agency Reserve Training) Academy in Monmouth, Oregon.
NOTE: Applicants are required to pass a police background,
a Psychological examination and driving record check.
The role of a Hubbard Reserve Officer
is to assist in patrol duties, community policing, while actively
participating in numerous Reserve activities, such as but
not limited to a highway cleanup, a bike rodeo, and a food
drive. The Hubbard Reserve Organization has a total of 10
sworn officers. Because the Reserve organization is a self
funded program, each year the Hubbard Police Reserves have
a "Barkdust Sale" to help raise funds for training
and equipment throughout the year.
Requirements:
Must be a minimum age of 21.
Must be a U.S. citizen and a resident of Oregon.
Must be in good physical health with weight consistent with
height.
Must have no Felony convictions and have an acceptable driving
record.
Must be a high school graduate or GED equivalent.
Must have 20/20 vision (or correctable to 20/20) with normal
color discrimination.
Must not belong to any subversive organization.
Must pass an oral board interview.
Must submit to a complete background investigation.
Must pass a Psychological examination.
Must pass a Physical Examination.
Must have a willingness to help others and the department.
Must be able to get along with co-workers and be able to deal
with members of various ethnic groups.
Must have a desire to be of service to the public and the
police department as a whole.
Must have no employment, school, or personal responsibilities
which could interfere with required duty and/or court time.
Must be employed in an occupation that does not result in
a conflict of interest with the Hubbard Police Department
as determined by the Chief of Police.
Examples of such occupations include, but are not limited
to: Bartender/cocktail waiter or waitress, Owner of a liquor
establishment, and taxicab driver.
A Probation Period of 1 year, which begins after successful
completion of the C.A.R.T. Academy. Reserve Officers are required
to devote a minimum 16 hours to patrol duty per month. The
new applicant will be required to purchase his/her weapon,
leather, boots, and other miscellaneous items. The Reserve
Program will provide the uniforms if funding is available.
Reserve Officers are required to attend and participate in
monthly meetings, training, and sponsored events in addition
to a minimum of 16 hours of Patrol Duty per month.
Throughout the year some opportunities are available where
Reserve Officers are paid. However, the primary function of
the Reserve Program is to assist the Hubbard Police Department
as a volunteer.
