Your Opinion Matters With assistance from a State of Oregon Special
Public Works Fund grant, the City of Hubbard was presented a draft
study on the feasibility of constructing a community center in the
city. The City Council wants to hear your views on a community center
proposed for Hubbard in order to start the process of applying for
construction grants.
Please complete the survey form which was mailed
with your water bill and return it to the Hubbard City Hall by November
30, 2004.

Feasibility Study Process
The Mid-Willamette Valley Council of Governments was hired by the
City to prepare the study, which included the following steps:
- Interviewed representatives of community
based groups in Hubbard.
- Interviewed operators of community centers
in four other rural towns in Oregon.
- Developed a list of potential programs
and needed facilities.
Based on the facilities and needs identified by the community-based
groups, developed a conceptual floor plan of the community center.
- Developed cost estimates for construction
and operation and maintenance of a community center.
- Identified potential funding sources for
final design and construction of a community center.
Amenities
Desired amenities with a community center included the following:
Kitchen
Gym/Indoor Recreation/Exercise Space
Computer Lab
Large Meeting Space
Library
Alternate Proposals
Based on the space and amenity needs, two conceptual floor plans
were developed with two different sizes per concept. Alternates
1 and 2 have a multi-purpose room serving has either a half gym
or a large meeting room which can be divided into smaller spaces.
Alternates 3 and 4 have separate rooms for the gym and the large
meeting room. A fifth alternate is proposed which is a version of
Alternate 1 without the library room. The following is a summary

The Next Step
Returned surveys will be tabulated and the results presented to
the City Council at their December 14, 2004 , regular meeting. Also,
a summary of survey results will be incorporated into the final
version of the feasibility study. Interested persons are invited
to the January 11, 2005 , regular council meeting to express their
views on the community center proposal. Following review of the
feasibility study and public comments, the City Council may select
one of the alternate plans and direct staff to apply for financial
assistance from various sources.
