The City’s first transportation plan was adopted in 1999. Since then, Hubbard has grown in population and size. The City needs an updated transportation system plan to make sure the street system remains safe and continues to work for use by vehicles, pedestrians, transit riders and bicyclists.
In 2010, the City of Hubbard was awarded a grant from the Oregon Department of Transportation (ODOT) to update the Hubbard Transportation System Plan (TSP). The Project will update the 1999 TSP to address transportation planning needs within City, including areas that have recently been added to the Urban Growth Boundary (UGB). The TSP update will identify existing and future transportation needs and deficiencies, and evaluate alternatives to address these needs. The project will result in a preferred plan to address the City’s transportation needs through the year 2035, including a transportation finance program to fund transportation improvement projects identified in the TSP.
In 2011, the City formed a Project Advisory Committee (PAC) that includes representatives from the Planning Commission, City Council, City staff, ODOT, Marion County, and consultants. The committee will meet for about a year to prepare a revised plan. This website will be updated over the course of the TSP update to provide project meeting dates and key documents.
